TIP Wilmington

Crime is rising and residents still aren't talking. Headlines no longer shock the city, and economic development is stalled. In an attempt to revamp the perception of the downtown area, the police department has instituted a system for anonymous text messaging. This conceptual campaign was pitched to the city leaders and others in the economic development office as a hard line approach to increase messaging and to play into the stigmas surrounding talking to the 'cops'. 

Although it's still in development, the initial reaction has been positive. All photography work by Brett Garwood.
